Emergency governance overrides on L2: 30,765.667 ETH clawback vs 75,700 untouched
A privileged system transaction just moved 30,765.667 ETH out of an exploiter-tagged address into a recovery sink, showing Arbitrum can override normal user control in emergencies. The transfer hit at block 454686044 on April 21 and wasn't a sequencer action or reorg, but a Security Council move requiring 9 of 12 approvals. About 75,700 ETH on Ethereum stayed with the attacker, so the intervention only worked inside the rollup.
