U.S.-China AI emergency channel lacks China’s promise to disclose incidents

The U.S. proposed an alert channel with China for AI incidents that reach the national-security level. It is meant to increase transparency and address security risks, but the arrangement is already missing mutual disclosure: Treasury Secretary Scott Bessent said China would not tell the United States if it had experienced an AI incident.

That makes this less like a general AI outage hotline and more like a high-level emergency link between the two countries. Routine system failures are outside the proposed threshold; only incidents reaching the national-security level would trigger it.
