France proposes 31.4% tax on crypto-to-stablecoin swaps
France’s finance committee advanced a proposal to make crypto-to-stablecoin swaps taxable sales. The rule targets conversions into MiCA-regulated stablecoins and is scheduled to start on January 1, 2027.
The proposed capital-gains rate is 31.4%, removing a commonly used conversion from France’s tax-neutral treatment. The package still needs approval from the full National Assembly and must be re-tabled during budget debates; it also includes an exit tax above €800,000 in crypto and self-custody wallet disclosures above €100,000.
