EU takes control of summer gas refills before winter

Europe is trying to blunt another energy shock by making electricity cheaper and taking control of how gas gets refilled before winter, instead of jumping back to price caps and windfall taxes.

• Draft Commission plan cuts electricity taxes and coordinates summer gas storage refills
• EU imported 88% of its gas and 95% of its oil in 2024
• Roughly 60 bcm of gas needed to hit 2026 storage targets

The shift is away from emergency market interventions used in 2022 and toward tax relief plus tighter coordination between countries. The pressure point hasn't changed: heavy reliance on imported fossil fuels, now colliding with disruption from the Iran war.
