Finland and Norway are pushing frontier-AI oversight beyond voluntary cooperation by proposing shared international standards, verification, and coordination when AI systems cross agreed capability thresholds. The plan also explores an institution that could bring states together at those moments.

That creates a framework for managing fast-moving AI risks without trying to halt development or leaving countries to compete without common rules. UN Secretary-General António Guterres welcomed the Call for Control of Frontier AI Models on September 21, alongside the first thematic brief from the Independent International Scientific Panel on AI.
