Russia hits Kharkiv’s CHP-5 power plant hours after energy ceasefire announcement

Kharkiv’s CHP-5 power plant was hit just hours after Donald Trump announced that Russia and Ukraine had agreed to stop attacking energy infrastructure. The timing turned the announcement into an immediate test of whether Moscow accepted the ceasefire. Ukrainian officials said Russian Shahed drones, glide bombs, and other infrastructure strikes continued through the day, while Moscow had not publicly confirmed the deal.

The reported damage

Ukraine reported more than 200 strikes on electricity generation and transmission facilities during the preceding week, plus 17 attacks on gas and oil facilities. Kyiv said it was ready for a reciprocal halt but learned of the U.S. announcement through public statements.

Russia struck Kharkiv’s power plant as the U.S. announced an energy ceasefire

Russian forces hit Kharkiv Thermal Power Plant No. 5 on October 11, the same day the United States announced an energy ceasefire. That puts the proposed truce under strain before it had a chance to take hold. Ukrainian President Volodymyr Zelenskyy said the attacks killed more than 150 people and wounded over 700 across Ukraine in the preceding week.

• More than 200 strikes hit electricity-generation and transmission facilities.
• Another 17 attacks targeted gas and oil infrastructure.

The campaign combined missiles, drones, and glide bombs against residential areas and civilian sites, while the Kharkiv plant strike directly challenged the timing of Washington's announcement.

Putin proposes Trump-Xi talks on Ukraine without Ukraine

Ukraine could be left out of a proposed summit on ending the war, putting Donald Trump, Vladimir Putin, and Xi Jinping at the center of the discussion instead. Putin floated the three-way meeting for November, with Kyiv excluded from talks about the future of its own war.

The idea came up during a 9 October phone call between Putin and Trump. The call also produced a deal for the United States to buy Russian diesel. Trump said he was open to meeting Putin and Xi, but framed denuclearization as a focus beyond Ukraine.

The proposed meeting could take place alongside the APEC gathering in Shenzhen on November 18-19.

U.S. sanctions hit the ICC hours after Navi Pillay wins Nobel

Hours after former ICC judge Navi Pillay won the 2026 Nobel Peace Prize, the United States imposed sanctions on the International Criminal Court. The measures restrict the court’s access to banking, insurance, software and other services, while companies that keep supplying it face penalties.

Secretary of State Marco Rubio called the ICC a “rogue court” and threatened to dismantle it. The court rejected the sanctions, while the Nobel Committee said Pillay’s award underscored the rule of law as international legal institutions faced attack.

Trump waives 500% Russia tariff before sanctions law takes effect

Opt-Out Sanctions

The Trump administration waived nearly all sanctions and tariffs required by the Russia sanctions law backed by Lindsey Graham. That happened before the law’s main penalties took effect, turning a congressional pressure campaign into exemptions for Moscow.

The waived measures included a 500% tariff on Russian goods and 100% tariffs on major buyers of Russian oil and gas. The executive order cited U.S. national interests, and the protections for Russia’s energy exports have no fixed expiration date. Ukrainian supporters and lawmakers objected, while Senators Ted Cruz and Mark Kelly said the move weakened pressure on Vladimir Putin.

Netanyahu explores Bitcoin and blockchain as a hedge against banking sanctions

Israel is preparing for the possibility of banking sanctions by exploring an alternate economy that can operate outside the traditional financial system. Four days before the October 27 election, Benjamin Netanyahu said advisers were developing a plan involving Bitcoin, cryptocurrency, and blockchain, but later described crypto as one option rather than a commitment.

The proposal puts digital assets into Israel’s sanctions planning as pressure builds. Netanyahu faced objections from the Bank of Israel, while the Jewish People Policy Institute said 64 countries had taken or considered measures against Israel.

India’s share of U.S. LPG imports surged from under 10% to 67%

Reliance’s Jamnagar complex is becoming a showcase for more than oil, with the world’s largest refinery alongside new-energy giga-factories being commissioned in phases and data centers under construction. Marco Rubio toured the site on October 21 with U.S. Ambassador Sergio Gor and met Mukesh Ambani, putting the industrial assets at the center of a growing energy and investment relationship.

Trade Numbers

The commercial link is already visible in LPG: India’s share of U.S. imports rose from under 10% to 67% in one year. Reliance also plans to invest in the first new U.S. oil refinery built in 50 years.

EU adds 1,569 sanctions listings targeting Russia’s missile supply chain

The EU added 1,569 sanctions listings aimed at the networks supporting Russia’s military-industrial complex. The package covers 826 entities and 743 individuals, with more than half tied to ballistic-missile production, including suppliers of drone and missile components. The stated goal is to make Russian weapons production slower, harder and more expensive. It also targets 77 people involved in Russia’s September 2026 State Duma elections in occupied Ukrainian territories.

Peter Thiel privately says the U.S. should not have attacked Iran

Trump publicly defended the Iran war on October 22, saying many Americans support it and that previous presidents should have acted sooner. Peter Thiel privately took the opposite view, saying, “We should not have done it” and that significant mistakes were made. The break matters because Thiel is a major Republican donor who helped bankroll JD Vance’s political career, and he warned the United States could lose global influence.

U.S. sanctions easing reopens a route for Russian diesel

Russia has reopened a potential U.S. outlet for diesel after Washington temporarily eased sanctions, turning a policy change into a fresh route for Russian fuel while refined-fuel inventories remain tight. The first reported shipment was a 40,000-ton tanker from Primorsk bound for Morocco.

Moscow says exports could reach 3-3.5 million tons per month by year-end. Energy Secretary Chris Wright said any Russian diesel shipped to the U.S. was expected to go to New England, while critics argue the arrangement could reclassify sanctioned exports rather than add supply.
